Children's rights and COVID-19,

Finally the children can go out.

These have been difficult days for families, especially those with young children forced to stay at home and not be able to carry out any activity outside the home,

While the data seem to be moving towards improvement and someone is starting to think about the end of the quarantine, the Ministry seems to have listened to the requests of parents, psychologists and pedagogists in the interest of minors.

It is thus allowed to walk with your minor children: it is no longer necessary to go up and down the stairs of the apartment building or, as an acquaintance told me, to turn the girl on a bicycle, with skates and skateboard in the playpen.

But be careful: it is not allowed to move with the whole family and it is necessary to stay near your home.

This was clarified by the circular of March 31 of the Ministry of the Interior, which also deals with the accompaniment of the elderly and disabled.

This measure brings a little justice and takes into account the needs of children who suffer from lack of movement more than adults, while so far it seems that only the needs of runners and dogs were taken into consideration.

The circular explains that:

- walking with children is considered an outdoor physical activity and for this reason allowed.

There are however 4 conditions to be respected, such as:

  1. that children are accompanied by a single parent;
  2. that it is necessary to remain "near one's home";
  3. that one refrains from generating gatherings and maintains "the minimum safety distance of one meter from any other person"
  4. d) that the children are minors.

However, do not think of letting children run around in parks, villas, play areas and public gardens, which instead must remain closed.

As anticipated, the same provisions are applicable to the elderly who are not self-sufficient and to the incapacitated who can be accompanied by those who take care of them for short walks always near the home.

The circular, which is decidedly important, justifies the movement of children and the elderly as dictated by "reasons of necessity or health".

This opens up a possibility for parents to entertain their children with respect for their health and well-being by always applying common sense, hygiene rules and responsibility towards the collective community.

It is made available for the circular below:
